Rinku A. Patel, PharmD, RPh

Dr. Patel is the CEO of OptioRx, focused on speed to therapy, improving access, and providing high-touch comprehensive patient care through digital pharmacy & concierge pharmaceutical care services!

Dr. Rinku A. Patel is the CEO of OptioRx, where the focus is on speed to therapy, improving access, and providing high-touch comprehensive patient care through digital pharmacy & concierge pharmaceutical care services! She is a pharmacist dedicated to improving and simplifying the care experience of patients, a challenge she believes can be solved using innovative technology. Before joining OptioRx, Dr. Patel was the founder and CEO of KloudScript, a software-enabled services company acquired by a strategic software provider in the pharmacy industry. Dr. Patel served as the CEO of KloudScript India Private Limited, an offshore software development business to develop the global talent needed for developing the best-in-class health-tech platforms. Prior to dedicating her efforts at KloudScript, Dr. Patel was the Group Vice President of Business Development at Diplomat Specialty Pharmacy and has held several management positions at OptionCare, Caremark, and Walgreens. She earned her doctorate and bachelor’s degree in pharmacy from Midwestern University.  Dr. Patel is a passionate entrepreneur and enjoys mentoring founders of start-ups in the health-tech space.

Mr. LaFranco is an accomplished financial leader with over 20 years of experience in healthcare. Most recently he served as CFO of a privately held owner/operator of skilled nursing facilities.

Leo LaFranco is an accomplished financial leader with over 20 years of experience in healthcare. Most recently he served as CFO of a privately held owner/operator of skilled nursing facilities. Prior to that he worked in a variety of healthcare industries including outpatient vascular services, interventional radiology, urgent care, home infusion, specialty pharmacy, respiratory therapy, and durable medical equipment. He has led financial functions including controllership, financial planning and analysis, mergers and acquisitions, and process improvement. He has targeted entrepreneurial fast-growing ventures throughout his career and strongly believes that successful growth can be achieved both organically through de novo expansion as well as via acquisition predicated on strong integration programs for both financial and operational processes. He is a CPA and holds a bachelor's degree in accounting from the University of Notre Dame and an MBA in finance and strategic management from The University of Chicago's Booth School of Business.
Andrew Charter, RPh

Andrew Charter, RPh

Mr. Charter grew up in Oregon, graduating from Oregon State University with a B.S. in pharmacy in 1988. He joined Payless Drug Stores becoming a district manger before joining BiMart as VP of pharmacy in 2000, and Haggen Food and Pharmacy in 2006.

Andrew grew up in Oregon, graduating from Oregon State University with a B.S. in pharmacy in 1988. He joined Payless Drug Stores becoming a district manger before joining BiMart as VP of pharmacy in 2000, and Haggen Food and Pharmacy in 2006. After moving to Midwest in 2010, Andrew worked for a startup in the 340b space as well as running retail sales for LDM, a patient engagement messaging service.

Before joining OptioRx, he was was the Senior Director of Pharmacy for Topco Associates, a member owned cooperative with more than 2000 member pharmacies. He oversaw purchasing of more than six billion dollars in annual spend. Programs included prime vendor agreement, direct generic programs and various services.

VP, Organizational Development

Sabreena Al-Masri, PharmD

Dr. Al-Masri serves as the Vice President of Organizational Development and is charged with developing consistent operational procedures across all functional areas and pharmacy locations.

Dr. Al-Masri serves as the Vice President of Organizational Development and is charged with developing consistent operational procedures across all functional areas and pharmacy locations. She will work with each executive team member to correlate their department's operational structure, policies, procedures, training, and communication to their team member’s talent and skills. An executive with over 10 years of proven leadership experience in healthcare startups and specialty pharmacy industry, Dr. Al-Masri’s expertise is in patient access strategy and reimbursement HUBs, patient and provider experience through technology, and development of new program offerings. Her unique combination of pharmacy and operations experience is invaluable as OptioRx evolves into a National Digital Pharmacy.

Before joining OptioRx, she was the Senior Director, Clinical Solutions & Patient Access at Asembia. Dr. Al-Masri also led operations for KloudScript, a specialty pharmacy tech start-up, all the way from its inception to its strategic exit to Transaction Data Systems. She is a licensed pharmacist in Illinois and earned her Doctor of Pharmacy degree from Jordan University of Science and Technology.

In her spare time, Sabreena likes to stay active at the gym and with her two young nephews. She also enjoys traveling and is trilingual in English, Arabic and Farsi.

Senior Director of Operations

Ryan Butler, RPh, MBA

Ryan is joining OptioRx to focus on critical areas that support the pharmacy operations and General Managers, fully develop OptioRx’s service and fulfillment HUB operations, and provide operational support for Program Development initiatives.

Previously, Ryan was Vice President of Operations for C3 HealthcareRx in Raleigh, NC. He oversaw operations for C3’s pharmacy, medication management, and behavioral health business lines. Before C3, Ryan worked for Genoa Healthcare as Pharmacy Manager, Director of Operations, and Regional Vice President of Operations. As Regional Vice President, he oversaw operations for 150 pharmacies in 14 states. Ryan received his Bachelor of Science in Pharmacy from Saint Louis College of Pharmacy in 2000 and his Master of Business Administration from Western Governors University in 2022. He actively holds a pharmacist license in 5 states: Arkansas, Missouri, North Carolina, Oklahoma, and Texas.

Outside of work, Ryan enjoys spending time with his wife and two children, exploring the outdoors, and traveling whenever they get a chance.

Director of Pharmacy Governance and Quality

Kelly Klotz, PharmD

Dr. Klotz will lead the standardization of pharmacy operations through the lens of quality and regulatory governance required by various local, state, and federal agencies, as well as accrediting bodies.

Dr. Klotz will lead the standardization of pharmacy operations through the lens of quality and regulatory governance required by various local, state, and federal agencies, as well as accrediting bodies. Under Dr. Klotz’s leadership, OptioRx’s Regulatory & Compliance department will proactively monitor, manage, and promote regulatory, safety, licensure, and pharmacy compliance standards across the company. Furthermore, she will be responsible for developing OptioRx’s Quality Assurance and companywide Accreditation Programs to drive continuous quality improvement and uphold best practices while collaborating with all stakeholders to ensure success.

Before joining OptioRx, Dr. Klotz was the Pharmacist in Charge at Skin Specialty Solutions, a compounding pharmacy that exclusively serves Curology patients. She assisted in opening a 48,000 square foot facility that serviced all 50 states. Prior to supporting Curology’s rapid growth, Dr. Klotz led the Quality Department of SSM Health 503B Outsourcing facility. Her experience has lent her the opportunity to oversee multiple inspections ranging from the FDA, state boards of pharmacies, ACHC, and VPP.
Dr. Klotz currently resides in St. Louis, MO, with her husband and three boys. She enjoys the outdoors-skiing, hiking, canoeing, and playing with her two dogs. She is originally from Kansas City, MO, and can be found cheering on the Kansas City Chiefs on Sundays in the fall.
